John Yoo: Congress Cannot Rewrite Constitution’s War Powers with Legislation

 John Yoo, Former Deputy Assistant Attorney General During The George W. Bush Administration: “But what Congress can’t do is take these theories promoted by people who felt burned by Vietnam or burned by the Iraq War, take these academic theories and use them to try to rewrite the constitutional order. You can only amend the Constitution if you want to do that.”
