Schumer clearly was the driving force behind expanding and making permanent the Diversity Visa Lottery program in 1990. No one said he invented the idea. No said it didn’t ore-date his effort in some form. But Schumer drive the current law. And the program should be axed. U.S. Counterintelligence has warned for some time about terrorists gaming the system.
